i
versar MCLarenmart
35 Polychlorinated Biphenyls (PCBs) in Electrical Equipment
No transformers were observed on the Site during the Site visit
Fluorescent light fixtures may be present in the on-site building The use of PCBs as a
dielectric fluid in fluorescent light ballasts manufactured after 1979 is prohibited by U S EPA
regulations During the Site visits, Versar-McLaren/Hart was unable to examine for fluorescent
light ballasts, however, it is likely that fluorescent lights are in the building Based on the
construction date of the Site building, there is a potential that on-site fluorescent light ballasts
may contain PCBs, and any renovation or replacement involving the disposal of ballasts should
include checking the light ballast labels for the presence of PCBs
Assessment of the interior areas of the on-site building could not be performed, however,
it is likely that hydraulic lifts are located in the on-site building Due to the date of construction
of the on-site building, there is a potential that on-site hydraulic lifts contain PCBs, and any
removal of these units should include testing to determine the PCB content of the hydraulic lifts
36 Aboveground and Underground Storage Tanks
• The Site visit included an assessment of the entire property for aboveground storage tanks
(ASTs) or evidence of USTs Areas of the Site were inspected for vents, fill pipes, or
unexplained concrete patching Versar-McLaren/Hart personnel observed no ASTs or visual
evidence of any USTs at the Site However, the current on-site building was previously utilized
as a Shell station Files reviewed at the SJCEHD indicate that the gasoline USTs associated with
the Site were removed in 1981, and the waste oil UST was removed in 1991 Contamination of
the soil and groundwater beneath the Site was identified during the UST removals and
subsequent subsurface investigations A remediation system was installed at the Site to perform
soil vapor extraction, to address the impacted soils, and groundwater pump and treat, to address
impacted groundwater The Site treatment system operated for approximately five years, the
remediation system was shut down in February 1996, and the Site filed for closure in February
1996 However, the SJCEHD required additional confirmation soil samples In April 1996,
eight boreholes were advanced on the Site and the soil samples collected revealed the presence of
total recoverable petroleum hydrocarbons, benzene, toluene, xylenes, and methyl tert-butyl ether
(MTBE) remained In May 1996, groundwater samples collected from on-site groundwater
monitoring wells revealed only MTBE above the method detection levels Case closure is
pending at the Site
-II-
