Spill Prevention, Control and Countermeasure Plan <br /> Tesla Treatment Facility Page 32 of 45 <br /> 2.11.2 Valve Security <br /> The bulk storage tanks and day tanks in the standby power generators are equipped with fill caps <br /> and lockable lids. The storage tank inside the substation transformer has a bolt-on main tank cover <br /> that can only be removed for tank access by trained personnel. The drain valves for all oil storage <br /> tanks, which permit direct outward flow of the tank's contents, are mechanically plugged closed <br /> when in non-operating or standby status. <br /> 2.11.3 Lock Starter Controls <br /> The pump starter control at the bulk storage tanks is kept in the"off'position and the control panel <br /> is accessible only to authorized facility operators when the pump is not operating. <br /> The three (3) SimplexTM fuel pumps, SmartFilterTM, SimplexTM transfer pump, and SimplexTM <br /> Automated FuelPort consoles are kept locked at all times to prevent unauthorized access. The <br /> generators' access doors remain locked at all times. <br /> The access door to the interior of the substation transformer where the oil-filled tank, valves and <br /> sensors are located are kept locked at all times. The tank inside the substation transformer has a <br /> bolt-on main tank cover that can only be removed for tank access by trained personnel. <br /> 2.11.4 Cap or Blank-Flange Connections <br /> To unload their fuel delivery into the bulk storage tanks,the drivers of fuel delivery trucks connect <br /> to the tank filling port located in the loading/unloading area on the south side of the bulk storage <br /> tanks to unload their fuel delivery. The loading/unloading area is equipped with a SimplexTM <br /> Automated FuelPort that provides for ground-level connection of the truck fill hose, has a capture <br /> basin for containment of spills or drips that may occur during filling operations, and the system is <br /> equipped with automatic filling and overfilling protection control devices and alarms. <br /> 2.11.5 Facility Lighting <br /> The Tesla Treatment Facility is in operation twenty-four(24)hours per day, seven(7)days a week <br /> and equipped with adequate outdoor lighting to allow for nighttime operations and inspections of <br /> facilities. The outdoor lighting that illuminates the facility at night prevents and deters acts of <br /> vandalism. Although sufficient lighting is provided to allow safe night-time fueling, night time <br /> deliveries seldom occur and only during emergency situations. <br /> 2.12 Tanker Truck Loading and Unloading Rack [40 CFR§112.7(h)] <br /> 40 CFR 112.7(h)of the SPCC Rule applies to traditional loading/unloading racks for tanker trucks. <br /> As defined in Section 40 CFR§112.2, a traditional loading/unloading rack means a fixed structure <br /> such as a platform necessary for loading or unloading a tanker truck and one that includes a <br /> loading/unloading arm comprised of a movable piping assembly. <br /> 40 CFR§112.7(h) is not applicable to the Tesla Treatment Facility because the Emergency Power <br /> Generation Facility where tanker trucks load/unload fuel does not have a loading/unloading rack <br /> as defined in Section 40 CFR§112.2 of the SPCC Rule. <br />
