Spill Prevention, Control and Countermeasure Plan <br /> Tesla Treatment Facility Page 34 of 45 <br /> 3.0 PLAN REQUIREMENTS FOR PETROLEUM OIL-BASED <br /> FACILITIES [40 CFR§112.8 THROUGH 40 CFR§112.111 <br /> Section 3.0 of this SPCC Plan provides specific provisions of the Part 40 CFR§112—Oil Pollution <br /> Prevention(SPCC Rule)that apply to the Emergency Power Generation Facility where diesel fuel <br /> and engine oil are stored, handled, and maintained. <br /> Facility details are presented in Figure A-5.2 through Figure A-5.6 in Appendix A. <br /> 3.1 SPCC Plan Requirement [40 CFR§112.8(a)] <br /> This SPCC Plan was prepared to meet the general requirements in Section 40 CFR§112.7, and <br /> specific discharge prevention and containment in Section 40 CFR§112.8 of the SPCC Rule. <br /> 3.2 Facility Drainage [40 CFR§112.8(b)] <br /> The following addresses facility drainage requirements in 40 CFR§112.8(b) of the SPCC Rule. <br /> 3.2.1 Drainage from Diked Areas [40 CFR§112.8(b)(1)] <br /> 40 CFR§112.8(b)(1) of the SPCC Rule is not applicable because there are no diked oil storage <br /> areas at the Tesla Treatment Facility. <br /> 3.2.2 Allowable Drainage Valves [40 CFR§112.8(b)(2)] <br /> 40 CFR§112.8(b)(1) of the SPCC Rule is not applicable because there are no diked oil storage <br /> areas at the Tesla Treatment Facility. <br /> 3.2.3 Facility Drainage System Design [40 CFR§112.8(b)(3)] <br /> Facility drainage is shown in Figure A-4.3 and Figure A-4.4 in Appendix A. Any significant spill <br /> or discharge that occurs from the tanks,piping,valves, and appurtenance not retained by secondary <br /> containment, not contained by spill response efforts, or not pooled or retained by the ground <br /> surface at the discharge source, can potentially collect and flow by gravity into the stormwater <br /> drainage system that services the facility. At the Emergency Power Generation Facility, <br /> stormwater runoff and surface drainage is diverted via storm drain inlets,culverts and underground <br /> piping to the storm drain inlet located immediately south of the loading/unloading area. Drainage <br /> collecting in this storm drain inlet flows southward via a 15-inch underground stormwater sewer <br /> pipe and discharges into the retention basin located along the south side of the Tesla Treatment <br /> Facility. The retention basin is designed to collect all stormwater runoff and surface drainage from <br /> the Tesla Treatment Facility to allow for retention and sedimentation before drainage continues <br /> eastward via an underground sewer pipe to discharge off the property. Drainage then continues <br /> downslope along drainage channel towards Interstate Highway I-580, located approximately 0.6 <br /> miles east of the Tesla Treatment Facility. <br /> 3.2.4 Drainage Diversion System [40 CFR§112.8(b)(4)] <br /> 40 CFR§112.8(b)(4) of the SPCC Rule is not applicable to the Tesla Treatment Facility. <br />
