Vehicles entering the plant and headed to these facilities are accompanied <br /> and met by plant operators that monitor and control access, ensure proper clearance and safety <br /> precautions. Bollards and barriers mitigate potential vehicular accidents or incidents involving <br /> tanks and other facility equipment containing petroleum-based oil. The bollards are brightly <br /> painted for clear visibility. <br /> 3.5 Requirements for Onshore Facilities [40 CFR§112.9, 40 CFR§112.10 <br /> and 40 CFR§112.111 <br /> Because Section 40 CFR§112.9 of the SPCC Rule applies to onshore oil production facilities, <br /> Section 40 CFR§112.10 applies to onshore oil drilling and workover facilities, and Section 40 <br /> CFR§112.11 applies to onshore oil drilling,production or workover facilities,these sections of the <br /> SPCC Rule are not applicable to the Tesla Treatment Facility. <br />
