Spill Prevention, Control and Countermeasure Plan <br /> Tesla Treatment Facility Page 41 of 45 <br /> 4.0 PLAN REQUIREMENTS FOR VEGETABLE OIL-BASED <br /> EQUIPMENT [40 CFR§112.12 THROUGH 40 CFR§112.151 <br /> Section 4.0 of this SPCC Plan provides specific provisions to meet SPCC Rule provisions that <br /> apply to tanks used for the storage of vegetable oil-based fluids as is the case with the unit-type <br /> substation transformer located outside of the Electrical Building. <br /> Facility details are presented in Figure A-6.1 and Figure A-6.2 in Appendix A. <br /> Because the substation transformer tank is filled with a vegetable oil-based fluid, and not a <br /> petroleum hydrocarbon-based fluid, the substation transformer is exempt from the state's APSA. <br /> The substation transformer has a steel tank of 723-gallon capacity that is used for the storage of <br /> the transformer's insulating or dielectric fluid, Envirotemp® FR3TM. Envirotemp® FR3TM, an <br /> electrical insulating or dielectric fluid based on a natural ester derived from 100% renewable <br /> vegetable oils, is formulated from seed oils and performance enhancing additives (Cargill, 2016). <br /> The product contains no polychlorinated biphenyls (non-PCBs),no petroleum,halogens, silicones <br /> or sulfurs. The fluid is biodegradable,non-toxic, sustainable,recyclable, and possesses a high fire <br /> point(K class). <br /> Envirotemp® FR3TM is Approved by FM Global and Classified by Underwriters Laboratories <br /> (UL) as a Less-Flammable Dielectric Liquid for use in complying with the National Electric Code <br /> (NEC) and insurance listing requirements. Compatible with standard transformer construction <br /> materials and components, Envirotemp® FR3TM provides improved fire safety, transformer <br /> life/loadability and environmental benefits that are superior to mineral oil and unsurpassed by any <br /> other dielectric coolants in the marketplace (Cargill, 2016). <br /> 4.1 SPCC Plan Requirement [40 CFR§112.12(a)] <br /> This SPCC Plan was to meet the general requirements in Section 40 CFR§112.7 and specific <br /> discharge prevention and containment in Section 40 CFR§112.12 of the SPCC Rule. <br /> 4.2 Facility Drainage [40 CFR§112.12(b)] <br /> Drainage associated with the substation transformer is discussed below. <br /> 4.2.1 Drainage from Diked Areas [40 CFR§112.12(b)(1)] <br /> 40 CFR§112.12(b)(1)of the SPCC Rule is not applicable because there are no diked areas or diked <br /> containment around the substation transformer. <br /> 4.2.2 Allowable Drainage Valves [40 CFR§112.12(b)(2)] <br /> 40 CFR§112.12(b)(2)of the SPCC Rule is not applicable because there are no diked areas or diked <br /> containment around the substation transformer. <br />
