A copy of these plans shall be <br /> accessible on site at all times. Immediately locate and retain a copy on site. <br /> This is a minor violation. <br /> 210 CCR 2715(e) Designated operator monthly inspection reports not maintained on site for at least 12 months. <br /> The September 2016 designated operator monthly inspection reports were not found on site. Designated operator <br /> monthly inspection reports for the previous twelve months shall be retained on site. Locate and ensure that copies <br /> of the previous twelve months of designated operator monthly inspection reports are maintained on site. Submit <br /> copies to the EHD. <br /> This is a minor violation. <br /> 315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre-Jul 2003). <br /> Liquid was observed in the diesel STP sump on the east and west side and in the UDC 9 diesel sump. If water could <br /> enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. <br /> The service technician removed 1/2 gallons of liquid from the diesel STP sump. Ensure that all sumps and annular <br /> spaces are maintained free of liquid. This was corrected on site. <br /> This is a minor violation. <br /> 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br /> The 87A line leak detector failed to detect a leak when tested and the 91 line leak detector had to be adjusted <br /> before it passed. All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. <br /> Immediately have a properly licensed, trained, and certified contractor repair or replace the failed leak detector(LG <br /> 113-x listed, if applicable) and obtain a permit within one business day from the EHD. If the failed leak detector <br /> can't be replaced immediately, there is a possibility that the 87A UST system may be red tagged to prevent fuel <br /> inputs. <br /> This is a repeat violation, Class Il. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by November 16, 2016 . <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
