ANNUAL HAZARDOUS MATERIAL
COMMUNICATION AND HANDLING
TRAINING OUTLINE - California PCs
SUNBELT
RENTALS
Sunbelt Rentals has established a Hazardous Communication Program. The Hazard Communication policy can be
found in the Safety Manual located on the Safety, Health and Environment (SHBE) intranet site. This memo
describes the key components of the program and also summarizes handling and safety procedures related to use
of hazardous materials. Many of the topics covered are included in the New Employee Orientation [NEO] and/or
past "Weekly Safety Topics". The information presented below will be covered at least annually during refresher
training and attendance must be documented for each employee on the attached attendance sheet.
What Is A Hazardous Chemical? OSHA defines a hazardous chemical as any liquid, solid, or gas that could present a
physical or health hazard to an employee.
Hazardous Chemical Inventory (HMI): Chemicals at the PC are reported in the Hazardous Material Business Plan
(HMBP) filed with the appropriate Certified Unified Program Agency (COPA) regulatory agency. Each year the HMI and
HMBP are filed electronically on the California Environmental Reporting System(CE RS). Your PCM also has a copy of the
HMI and HMBP which also includes information on emergency response procedures and a map indicating the location of
the hazardous materials. In general, material stored at the PC includes diesel fuel, gasoline, used oil, new oil, propane,
miscellaneous compressed gases, batteries, and other small quantities of cleaners and maintenance chemicals. Review
the location of each of these materials and review how to safely handle these materials. Safety Topics/Environmental Fact
Sheets covering safety for most of these classes of substances are attached. Review these for each applicable substance.
Labeling: All containers must be labeled to identify their contents and the information on the labels should correspond to
the label on the Safety Data Sheet. Remember Both primary and secondary containers must be labeled. Words, pictures,
symbols or a combination of both can be used to warn of hazards. For wastes make sure to use the appropriate label
(Hazardous Waste, Universal Waste, Non-Hazardous Waste). Remember that in California Used Oil is considered
Hazardous Waste.
Accumulation Time: Labels on waste containers must be marked with the date the waste was first placed in the container
and the waste must be disposed of by a certified waste vendor before the time frames indicated below:
• Hazardous Waste—180 Days(Used oil,waste fuel, etc)
Universal Waste—1 Year(Includes batteries, aerosol cans, lamps)
Disposal of Hazardous Materials: Waste hazardous materials must be disposed of or recycled properly prior to the
maximum accumulation time discussed previously(180 days for hazardous waste, 1 year for universal waste). Manifests
should be maintained at the PC and should include the final manifest signed by the receiving facility. Make sure employees
understand the proper disposal procedure for each waste stream at the PC.
Safety Data Sheets(SDS): An SDS (previously known as MSDS)is a detailed bulletin prepared by the manufacturer of a
substance that describes its physical and chemical properties, precautions for handling, physical and health hazards,
emergency and first aid procedures, and methods of proper disposal. An SDS is available as needed for each product
used in the workplace. SDS may be obtained through the 3E Company's SCIS ON-Demand Service by calling 1-800-451-
8346. Please review the attached Monthly Safety Meeting —January 2011 for more detailed information on this program.
Examples of typical SDS for these materials are also posted on the Environmental intranet site.
Personal Protective Equipment: Personal protective equipment training is conducted during NEO. Review the key
requirements of the training including selection of PPE (hard hats, boots, protective clothing, gloves, respirators, safety
glasses, etc.)
No RCUE(,lUE IS WORTH AN INJURY TO ACHIEVE IT!
Prepared September 2018
