San Joaquin Local Health District Re: Site Re-excavation and Resample <br /> t October 10, 1989 - Pa e l of 3 work plan, 6215 Tam O'Shanter, <br /> 9 Stockton.; CA <br /> 5. Re-excavation and resample steps: There is an open field to the west of the <br /> f. property. The property is owned by Hammertown Partners and written permission <br /> to encroach upon the property for purposes of clean up is attached. (Western <br /> Empire Management Corporation letted dated. August 28, 1989) . The fence at the <br /> west side property line shall be partially removed. <br /> x . Jim Thorpe Oil proposes to re-excavate the area starting with the clean <br /> backfill placed on plastic in the hole, removing it and setting it aside on site. <br /> The plastic liner will be removed and set aside on site, on plastic and covered <br /> with -same. We will then remove all the original soil remaining in the original <br /> excavation and stockpile on site, on plastic and cover with same. <br /> At a point midway in the length of the original excavation,. we will start <br /> excavating down to a depth of 24 feet and extend westward 25 feet from the <br /> starting point. The excavation will be extended north and south 10 feet from <br /> the sides of the original tank location, resulting in an excavatidn 25 feet long ' <br /> by 24 feet wide by 24 feet deep, hopefully to remove all contaminated soil from,. <br /> in, and around the excavated area. See drawing "C" showing a top view of the . <br /> site for previous and proposed excavation and stockpile areas. Drawing "D" is <br /> a side view of the previous tank location and excavation, and proposed excavation. <br /> All contaminated soil will be kept .separate and placed on site, on plastic and <br /> covered with same. <br /> There will be approximately 54:2 cubic yards of soil excavated; a minimum of, <br /> 22 soil samples are required. We propose to take samples as shown on drawings <br /> "C" and "D" and listed 'here: <br /> 6 samples from the bottom at 24 feet <br /> 4 samples from the stockpiled soil <br /> 12 samples from the sidewalls, midway in each wall length <br /> in 5 foot depth intervals, starting at 21 -'feet through 11 feet <br /> (i .e. 21 ' , 16' and 11 ` ) <br /> V ' 22 Total samples <br /> is .. . <br /> The 21 foot sidewall samples and bottom samples -will be analyzed first so a deter- <br /> mination can be made regarding the need to analyze the shallow sidewall samples. <br /> The samples will be taken from the teeth of the hoe bucket by the above properly <br /> licensed facility. The soil samples will be taken with brass tubes. For analysis <br /> to be done, see the highlighted area of the "Minimum Verification Laboratory Analy- <br /> sis" sheet enclosed. <br /> A temporary fence will be placed around the excavation until soil sample , <br /> analysis results are returned. Hopefully the sample result levels are low enough <br /> to allow aeration of the excavated soil on site under permits, guidelines, and <br /> direction of the San Joaquin County Air Pollution Department. <br /> ". . If the level of contamination shows too high for aeration, the soil will be <br /> transported to a proper hazardous waste facility for disposal , namely Kettleman <br /> City or possibly a Class 2 site, such as Forward, Inc. If the soil is removed i <br /> from the site, it shall be transported under proper licensure. Any manifests <br /> produced during transfer shall have a copy provided to SJLHD within 30 days. <br />
