IN REPLY REFER TO SITE CODE: 1258 <br /> 6215 Tam O'Shanter <br /> Stockton, CA <br /> This is to summarize items discussed on June 13, 1991, at a meeting <br /> held at the San Joaquin County Public Health Services, <br /> Environmental Health Division (PHS/EHD) offices with you and the <br /> Normac consultant, William Hunter. The meeting was to discuss the <br /> Preliminary Site Assessment Information presented to PHS/EHD in a <br /> report prepared by Mr. Hunter. Since that meeting we have received <br /> • letters from Hammertown Partners and Normac attorneys requesting <br /> information about the status of the site assessment and a more <br /> definitive statement as to why we cannot consider closure of the <br /> site as Mr. Hunter has recommended. This summary should answer all <br /> concerns. <br /> Our agency uses the LUFT (Leaking Underground Fuel Tank) Manual as <br /> a guidance document when reviewing site investigations. There are <br /> work sheets within the LUFT Manual that PHS/EHD staff use to <br /> evaluate the amount and level of soil contamination that may be <br /> left in place. Depending on site conditions, some contamination <br /> may be left in place because it should not be a threat to <br /> groundwater. These work sheets refer to seasonal high depth to <br /> groundwater. Seasonal high depth to groundwater for this site is <br /> approximately 45 feet per Spring 1986, San Joaquin County Flood <br /> Control Map. <br /> In February, 1990, the tank pit was re-excavated. The results of <br /> the soil sample from the bottom of this re--excavation indicate that <br /> benzene, toluene, ethylbenzene, xylene are present 21 feet below <br /> ground surface at .285 parts per million (ppm) ; . 610 ppm, . 064 ppm <br /> and .554 ppm respectively. This is greater than the amount of <br /> contamination that can be left in place without further <br /> investigation using the LUFT Manual. Leaching Potential Analysis. <br /> A copy of the worksheet is enclosed. Also, the results from the <br /> soil sample taken from the west side wall of the excavation (in the <br /> • direction of Hammerstown property) fail the Leaching Potential <br /> Analysis. <br /> A Division of Sart Joaquin County Heath Care Services <br />
