EI Dorado Street
Stockton, CA 95206
The San Joaquin County Environmental Health Department (EHD) received a letter
dated April 9, 2009, submitted on your behalf by Advanced GeoEnvironmental, Inc.
(AGE) regarding the above subject site and has the following comments.
In the letter it was requested that quarterly groundwater monitoring activities be
suspended until fourth quarter of 2009. It was also requested that the submittal of a
work plan to investigate the lateral and vertical extent of the groundwater plume and
install a groundwater extraction (GWE) interim remediation system and installation and
operation of a soil vapor extraction (SVE) system be delayed until fourth quarter 2009,
because of delayed reimbursements of corrective action costs by the State Water
Resources Control Board Cleanup Fund (CUF) and you do not have the financial
resources to pay for the corrective action required.
The EHD is aware of the current economic situation with the CUF and the difficulties it
imposes for responsible parties continuing to investigate their sites. The EHD approves
of semi-annual sampling of all three monitoring wells. The EHD approves of delaying
the installation and operation of a SVE system until fourth quarter 2009. A work plan to
install additional monitoring wells and an interim GWE remediation system is to be
submitted to the EHD by August 1, 2009. The wells and interim GWE system must be
installed during fourth quarter 2009.
If you/have Iny questions please call Frank Girardi at (209) 953-7869.
Frank Girardi, REHS Margare Lagorio, REHS
Senior Registered Environmental Health Specialist Program Coordinator
C: James Barton, RWQCB, 11020 Sun Center Dr. #200, Rancho Cordova, CA 95670
C: Ally Colavita, AGE, Project Manager, 837 Shaw Road, Stockton, CA 95215
