(AGE)has prepared this letter <br /> to inform the San Joaquin County Environmental Health Department (EHD) no field work was <br /> conducted at 2057 South El Dorado Street, Stockton,California(site)during the first quarter 2009, <br /> except for the disposal of non-hazardous purge water. On 10 February 2009, approximately 110 <br /> gallons of non-hazardous purge water was pumped from on-site 55-gallon drums. Purge water was <br /> generated during ground water monitoring events.Pumping, disposal and treatment was completed <br /> by In Strat, Inc. of Rio Vista, California. A copy of the waste disposal manifest is included in <br /> Appendix A. <br /> A quarterly groundwater monitoring event was not performed at the site during the first quarter 2009 <br /> due to the current status the State of California Underground Storage Tank Cleanup Fund(USTCF), <br /> which funds the site's environmental cleanup. As the EHD may be aware, the USTCF has notified <br /> all claimants payment of reimbursement requests are delayed beyond "historical time periods". A <br /> reimbursement request for Mr. Dhillon just under $10,000 has yet to be submitted to the USTCF. <br /> It is unlikely Mr.Dhillon will receive any reimbursement monies for up to 18 months after submittal <br /> of the reimbursement request. <br /> Mr. Dhillon does not have the financial capabilities to continue quarterly ground water monitoring <br /> activities at the site until Mr. Dhillon can receive reimbursement from the USTCF. Therefore, on <br /> behalf of Mr. Dhillon,AGE is requesting a suspension of quarterly ground water monitoring(wells <br /> MW-1 through MW-3) activities at the site until the fourth quarter 2009.
