Nano, <br /> 09 April 2009 <br /> AGE-NC Project No. 0 1-0815 <br /> Page 2 of 2 <br /> Additionally,AGE is requesting an extension of the deadlines forthe following EHD-directives until <br /> the fourth quarter 2009, when funds maybe available: to commence Soil Vapor Extraction, to <br /> prepare an interim ground water remediation work plan, and installation of additional ground water <br /> monitoring wells until USTCF funds are available.Mr.Dhillon cannot bear the costs of remediation <br /> piping trenching and electrical install (est. $35,000), electrical service bills (est. $3,000/month), a <br /> ground water extraction system with air stripper(est.$55,000),City of Stockton sewer discharge fees <br /> (est. $1,500/month), installation of an additional ground water extraction well (est. $5,500), and <br /> installation of five additional ground water monitoring wells (est. $40,000). <br /> Additionally, Mr. Dhillon is preparing to perform the Enhanced Vapor Recover / In Station <br /> Diagnostics(EVR/ISD)upgrades,which will cost at least an additional$50,000.The EVR upgrade, <br /> combined with the current economic downturn, has drastically reduced Mr. Dhillon's ability to <br /> continue the environmental cleanup without reimbursement. <br /> Mr. Dhillon and AGE will continue to explore other financing options to augment the USTCF. One <br /> of the most promising financial options is NatLust. Natlust's mission is to provide immediate <br /> liquidity to Responsible Party's with approved fund claims where the particular state- administered <br /> trust fund cannot reimburse claims in a timely manner.NatLust will help promote the state cleanup <br /> fund's statutory goals, which typically include meeting EPA's financial responsibility regulations, <br /> as well as promoting a cleaner environment and improved public health through timely cleanup. <br /> Recently,NatLust met with the California State Water Resources Control Board to develop a process <br /> for NatLust to operate in California. From our communications with Mr. Lindsay Trittipoe <br /> (President of NatLust), it appears that NatLust will be able to begin operating in California by 01 <br /> July 2009.
