Box 944212
Sacramento, CA 94244-2120
RE: Cost Pre-Approval: Site Characterization Work Plan
Location: 2315 N. El Dorado St., Stockton, CA
County Site Code: 9401; USTCFP Claim #0417
i
Dear Ms. Sanborn:
On November 30, 2001, Geological Technics Inc. (GTI) submitted an Additional Site
Characterization Report that documented the installation of a deep, discretely screened i
monitoring well at the above site. Analytical data shows the presence of gasoline range
petroleum hydrocarbons in the soil and groundwater to a depth of at least 150 feet bgs.
In a letter dated April 29, 2002, Mr. Jeff Wong of SJC PHS/EHD issued a letter directing that a
work plan for the investigation of the lateral and vertical definition of the plume be submitted
by July 1, 2002. GTI submitted a "Additional Site Characterization Work Plan" dated June 27,
2002 to SJC PHS/EHD. The work plan included provisions for installing one additional on site
deep screened well, and three off site well clusters consisting of a shallow, intermediate and
deep well at each location. In their October 22, 2002 correspondence, SJC PHS/EHD approved
the GTI work plan with modifications: the deep screened well and the off site well clusters were
disapproved. Instead, SJC PHS/EHD required that continuous multi-chambered tubing
(CMTTM) wells be used instead of discretely screened, multiple PVC wells. In addition, SJC
PHS/EHD also required that the first boring be continuously sampled to determine off site-
lithology.
In our October 29, 2002 work plan addendum, GTI acknowledged the changes mandated by
SJC PHS/EHD.
Proposed Direction of Project
This opinion of cost includes the following work:
• Drill three deep boreholes to a maximum depth of 100 feet.
• Obtain 3 soil samples from each borehole for laboratory analysis.
• Construct and install one continuous multi-chamber tubing (CMTTM) monitoring well with
three screened intervals in each borehole.
• Prepare and submit report on the installation of the CMTTM wells.
• Perform one year(four consecutive quarters) of groundwater monitoring-seventeen wells.
• Prepare and submit reports for the quarterly monitoring reports.
i
i
