EHD has a contract with the California State Water Resources <br /> Control Board (SWRCB)to conduct an UST corrective action program. The above referenced <br /> site was placed in the EHD Local Oversight Program (LOP) in January 2003. <br /> EHD issued a permit to Advanced Geo Environmental Inc. (AGE) on May 7, 2002, for shallow soil <br /> borings to 20 feet below ground surface. The soil sampling was being performed for a Phase 11 <br /> Site Assessment. On May 21, 2002,AGE completed a Phase 11 Assessment Report for <br /> Construction, Testing & Engineering Inc. (CET) summarizing the findings for the 4 shallow <br /> borings; the soil results evidenced petroleum hydrocarbon contamination from non-UST sources. <br /> The AGE report recommended additional soil and groundwater sampling. The additional work <br /> was performed on July 24, 2002. <br /> On August 19, 2002, EHD received a Subsurface Investigation Report prepared by AGE dated <br /> August 15, 2002. The report contained the analytical results for the sampling performed by AGE <br /> on July 24, 2002. Due to the petroleum hydrocarbon contamination found in the soil and <br /> groundwater from non-UST sources, EHD referred you to the Central Valley Regional Water <br /> Quality Control Board (CVRWQCB)for site investigation and cleanup oversight. The CVRWQCB J_ <br /> responded to you in a recommendation letter dated September 4., 2002. <br /> On November 11, 2002, AGE notified EHD of two abandoned USTs found during exploratory <br /> excavation. EHD staff performed an inspection to verify the presence of the two USTs and the <br /> reported release. EHD filed"an Unauthorized .Release Report on November 12, 2002, for the <br /> petroleum released beneath.the two abandoned redwood USTs. The USTs were removed on <br /> November 27, 2002. Free phase petroleum hydrocarbon liquid was pumped from the UST <br /> excavation and soil sampleswere collected for analyses 3 feet beneath. the USTs. i <br /> Due to the petroleum hydrocarbon release into the soil from the USTs, the site was placed in the <br /> LOP on January 9, 2003 and further investigation was required: On February 20, 2003, three <br /> monitoring wells (MW)were,installed near the former UST area. On May 12, 2003, one <br /> Geoprobe (PB-20)was completed to 45 feet below ground surface in the excavation near the <br /> former USTs. <br /> Soil and groundwater samples collected and analyzed from MW-1, MW-2, and MW-3 and PB-20 <br /> are the only samples associated with UST release investigation: The other work performed <br /> during the Phase 11 Investigation is from non-UST sources and should not be submitted to the <br /> Cleanup Fund for reimbursement. <br />
