Ellis, Trustee et alia <br /> 1991 West Lincoln Road <br /> Stockton, California 95207-2462 <br /> Subject: California Tank Lines, Inc. <br /> 3105 South El Dorado Street <br /> Stockton, California 95206 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Soil Vapor <br /> Survey Work Plan Addendum, dated June 10, 2009, prepared and submitted by Taber Consultants <br /> (Taber) on your behalf for the above-referenced site. In the work plan addendum, Taber <br /> proposes to collect five soil gas samples on-site at approximately five feet below surface grade <br /> (bsg) at locations illustrated in Figure 3 of the work plan addendum. <br /> The EHD conditionally approves the work plan addendum with the following recommendations: <br /> • At least one foot of dry granular bentonite instead of dry bentonite pellets should be <br /> emplaced on top of the sand pack followed by emplacing hydrated bentonite grout to the <br /> surface when constructing the soil vapor points. <br /> • Analyze the soil gas samples for total petroleum hydrocarbons quantified as diesel <br /> (TPH-D) using analytical method TO- 17 in place of the National Institute for <br /> Occupational Safety and Health (NIOSH) method 1550 since method TO- 17 provides <br /> compound definitive identification of TPH-D and the NIOSH method 1550 does not <br /> provide compound specific data. Please note that the EHD has contacted NIOSH for <br /> more information regarding method 1550; the NIOSH representative recommended <br /> against using method 1550 for diesel. <br /> By a-mail to Taber Consultants on May 26, 2009, the EHD rescinded the directive by letter dated <br /> April 28 , 2009, to include the analysis for motor oil when collecting a soil gas sample near <br /> monitoring well MW-2. This decision was made after learning that no soil gas method currently <br /> exists for motor oil analysis. <br />
