o Aboveground Valve and Pipeline Inspection
The pipelines are monitored electronically by a Veeter-Root alarm system and the sumps are
visually inspected monthly. The valves are inspected weekly to ensure proper position is
maintained.
D. Facility Loading/Unloading Operations
o LoadinglUnloading Procedures Meet DOT Regulations
The petroleum product vendor meets and/or exceeds the minimum requirements and
regulations for tank truck unloading as established by the United States Department of
Transportation. The vendor has dedicated three drivers to transport petroleum fuel to the
facility. The drivers are specifically trained in loading/unloading procedures, understand the
site layout, know the protocols for entering the site and unloading product, and have.access
to the spill equipment, both on-board and on-site, to respond to a spill from the vehicle or
fuel delivery hose.
o Secondary Containment for Vehicles Adequate
The loading/unloading area is on cement and has a berm to prevent spills from leaving the
loading/unloading area. The containment volume of the parking area is 28.000 gallons,
which greatly exceeds the capacity of either of a double wall AST or the 8,800 gallon trucks
used to load the ASTs. Any releases from this loading/unloading area would be contained by
the bermed area. If a release were to occur the drop inlet would be covered and scaled until
clean-up was completed.
o Warning or Barrier System for Vehicles
A bermed loading/unloading area is used for fuel delivery. The drivers are specifically
trained in loading/unloading procedures and understand the site layout and protocols for
entering the site and unloading product. Specific instructions on the operation of unloading
pumps are on-site for driver use. Arrows direct truck traffic to fuel dispensers and crash
posts and warning signs are in place to protect loading/unloading equipment from vehicle
damage.
- s
