PHASE ONE
ENVIRONMENTAL
November 20, 1996 . nM
Project No.: 102.2
Project Name: Bank of Stockton(Cutter)
Mr. Steve Marquez
State Water Resources Control Board
2014 T Street, Suite 130
P.O. Box 944212
Sacramento, CA 94244-2120
RE: Pre Approval Request,Claim Number 1878
Western Lift,3430 S.El Dorado, Stockton,CA
Preliminary Site Characterization
Dear Mr. Marquez
Phase One Environmental Inc. has been retained by the Bank of Stockton to provide technical
assistance on matters relating to the subject site.
With regards to the UST corrective action project at the subject site in Stockton, I would like to
provide:
i. Project History and Status Summary,
II. Outline the Proposed Preliminary Site Characterization.Work.
III. Anticipated Schedule of Work
IV. Request for Pre-approval of Expenditures for Preliminary.Site Characterization.
I. Project History & Status Summary
The site was, for many years occupied by Western Lumber Sales, which was engaged in the
manufacture of wooden pallets. Western Lumber Sales used several fuel.USTs in connection
with this activity.
Three former USTs were removed in.June of 1991 and the soil at the site was found to be
contaminated. The tank pit was over excavated to a depth of about 34 feet below grade and a
total of five groundwater monitoring wells have been installed. The wells indicated groundwater
had also been impacted by the former tanks. The average depth to groundwater is about 40 feet
below grade. The soil has been cleaned up to the satisfaction of the San Joaquin County
PHS/EHD. This part of the site appears to entail low risk, and the LOP is not requiring
engineered remedial work in the area of these three tanks.
