Box 944212 <br /> Sacramento, CA 94244-2120 <br /> RE: Pre Approval Request,Claim Number 1878 <br /> Western Lift,3430 S.El Dorado, Stockton,CA <br /> Preliminary Site Characterization <br /> Dear Mr. Marquez <br /> Phase One Environmental Inc. has been retained by the Bank of Stockton to provide technical <br /> assistance on matters relating to the subject site. <br /> With regards to the UST corrective action project at the subject site in Stockton, I would like to <br /> provide: <br /> i. Project History and Status Summary, <br /> II. Outline the Proposed Preliminary Site Characterization.Work. <br /> III. Anticipated Schedule of Work <br /> IV. Request for Pre-approval of Expenditures for Preliminary.Site Characterization. <br /> I. Project History & Status Summary <br /> The site was, for many years occupied by Western Lumber Sales, which was engaged in the <br /> manufacture of wooden pallets. Western Lumber Sales used several fuel.USTs in connection <br /> with this activity. <br /> Three former USTs were removed in.June of 1991 and the soil at the site was found to be <br /> contaminated. The tank pit was over excavated to a depth of about 34 feet below grade and a <br /> total of five groundwater monitoring wells have been installed. The wells indicated groundwater <br /> had also been impacted by the former tanks. The average depth to groundwater is about 40 feet <br /> below grade. The soil has been cleaned up to the satisfaction of the San Joaquin County <br /> PHS/EHD. This part of the site appears to entail low risk, and the LOP is not requiring <br /> engineered remedial work in the area of these three tanks. <br />
