USTCFP Pre-Approval Request Page 3 <br /> Bank of Stockton-Cutter <br /> Project 102.2 <br /> November 20, 1996 <br /> The eight proposed soil borings will be logged and sample by a professional geologist under the <br /> supervision of a Registered Geologist, and selected samples will be tested for the presence of <br /> gasoline and diesel range petroleum hydrocarbons and BTEX compounds. <br /> The purpose of this work is to help determine the lateral and vertical extent of hydrocarbons in <br /> the vadose zone, and at the capillary fringe. A report will be prepared and submitted to <br /> regulatory agencies which describes the work, its results, and discusses the implications. <br /> In addition, the existing idle domestic water well will be properly plugged and abandoned <br /> The results of the proposed work will be used as the basis for designing and planning additional <br /> work to complete the site characterization and to assist in determining what, if any, remedial <br /> activities may be appropriate. It is anticipated the follow-up activities will include the <br /> installation of at least 3 groundwater monitoring wells, and may also include a passive soil gas <br /> survey to assist in the determination of the lateral extent of the plume. <br /> III. Anticipated Schedule of Work <br /> The following is a summary of the anticipated schedule for the work described above. <br /> EVENT DATE <br /> Receive USTCFP Pre-approval for Expenditure 12/10/96 <br /> Perform Field Work 12/20/96 <br /> Submit Report of Work 1/15/97 <br /> Submit Work Plan for GWM Wells and/Other Work 2/15/97 <br /> IV Request for Pre Approval of Expenditures for Preliminary Site Characterization <br /> Phase One Environmental Inc. has prepared a Work Plan (copy attached) describing the proposed <br /> work and its methods and protocols, and has submitted copies to the LOP and the RWQCB. On <br /> October 17, 1996, the LOP approved the Work Plan as submitted. On November 18, 1996, and <br /> addendum to the Work Plan was submitted (copy attached) which modifies the scope of work in <br /> the original plan by adding the abandonment of the existing idle domestic water well. <br /> We have solicited bids from three companies to perform the drilling work, and have price lists <br /> from three state certified laboratories for analytical testing. We also have asked the low bidder to <br /> provide a supplemental bid to perform the domestic water well abandonment. We have prepared <br /> a budget sheet (copy attached) which summarizes the anticipated tasks associated with the <br /> proposed work described in the Work Plan, and which reflects the bid requests obtained. <br />
