Geological Technics Inc. Page 2
Bank of Stocton-Western Lift
Project No: 358.3
February 29, 1996
activities set forth in the Work Plan. On November .29, 1995, the UST Fund granted
pre-approval of the feasibility study. The Bank of Stockton had indented to commence
work in January of 1996. l
Shortly after the first of the year, the UST Fund, the LOP and everyone connected with.
LUST sites encountered a wall of uncertainty regarding reimbursement. This was d.
result of the LLNL study and the changes that are anticipated by the AB 1754 Advisory
Committee and the State Water Resource Control Board. RWRCB personnel advised us
that RP's should have LOP directives re-issued with a 1996 date in order avoid the
possibility of encountering reimbursement problems. . On January 12, 1996, the Bank of
Stockton requested that the LOP re-issue its directive to perform the Feasibility Study.
On February 22, 1996,the directive was re-issued by the LOP (copy attached).
As soon as the UST fund affirms its pre-approval for reimbursement, the-work will be
re-scheduled.
After you review this history of events I think you will agree that the Bank of Stockton
has pursued the clean-up project with due diligence. Events have been-advanced as
fast as the regulatory process has allowed.
Respectfully Submitted, ,
Stephen
Geologist
j
cc: John Urrutia, Bank of Stockton _
Harlan Knoll,San Joaquin County PHS/EHD
George Lockwood SWRCB
Annabel Mackay SWRCB
enclosures
i
.
