EI Dorado Street
Stockton, CA
At your request the San Joaquin County Environment Health Department (EHD) staff held a
meeting at their offices on January 6, 2009, to discuss the above subject site. In attendance at
the meeting were Thomas Altwies, representing Manna Pro, Tony Palma, representing Palma
Properties, Margaret Lagorio, Nuel Henderson and Harlin Knoll representing the EHD, and
James Munch and James Barton, representing the Central Valley Regional Water Quality
Control Board.
After the underground storage tanks were removed from this site in 1990, about 4000 cubic
yards of soil were excavated from the former UST area, some of the soil was determined to not
be contaminated and was eventually used to fill the excavation in 1993; the soil determined to
be contaminated was remediated and then disposed on site. A soil vapor extraction and air
sparging system (SVE/AS) has operated at the site since September 2003. There are currently
12 vapor extraction wells and 7 air sparge wells at the site.
The highest concentrations of total petroleum hydrocarbons as gasoline (TPH-g) benzene,
toluene, ethylbenzene and xylene (BTEX) are found in the groundwater samples from
monitoring well MW1, the next highest concentrations of TPH-g and BTEX are found in the
groundwater samples from MW2. The concentrations of these contaminants in groundwater
samples from MW6 are also high.
The corrective action costs for this site are being reimbursed by the State Water Resources
Control Board Cleanup Fund (CUF). At the meeting, it was stated that the CUF has reimbursed
about one million dollars of corrective action costs so far. Mr. Altwies expressed that Manna
Pro did not have money to expend on corrective action, and wants to make sure that the
remaining money that would be reimbursed by the CUF is used efficiently.
It was discussed that the SVE/AS system might be altered so that only the remedial wells with
significant contaminant recovery rates and/or those located near the monitoring wells with
groundwater samples having the highest concentrations of contamination would be used.
