14W .0 <br /> Page 2 - Mr. Steve Schneider - July 27, 1992 <br /> Manna Pro believes the Workplan represents a reasonable <br /> and cost-effective approach to begin remediating the Stockton <br /> site. It accomplishes a number of objectives that all of the <br /> parties would like to see accomplished. By filling-in the <br /> excavation, the safety and cosmetic impacts of an open excavation <br /> are completely mitigated, and, although no significant migration <br /> of groundwater contaminants has been discovered in monitoring the <br /> site over the last three quarters, it reduces the potential for <br /> the leaching of contaminants into the groundwater. By not <br /> requiring separate above-ground remediation for all of the <br /> stockpiled soil, Manna Pro saves the cost of a massive remedia- <br /> tion effort that would only duplicate efforts (and cleanup bills) <br /> that will need to be performed to address the impacted in-place <br /> soil. Finally, the money saved can be better used to address the <br /> more expensive part of the cleanup, i.e. the groundwater and in- <br /> place soil cleanup. <br /> I would be more than happy to discuss the particulars <br /> of the Workplan with anyone in your office or the Regional <br /> Board's office if there are any questions or comments.
