14W .0
Page 2 - Mr. Steve Schneider - July 27, 1992
Manna Pro believes the Workplan represents a reasonable
and cost-effective approach to begin remediating the Stockton
site. It accomplishes a number of objectives that all of the
parties would like to see accomplished. By filling-in the
excavation, the safety and cosmetic impacts of an open excavation
are completely mitigated, and, although no significant migration
of groundwater contaminants has been discovered in monitoring the
site over the last three quarters, it reduces the potential for
the leaching of contaminants into the groundwater. By not
requiring separate above-ground remediation for all of the
stockpiled soil, Manna Pro saves the cost of a massive remedia-
tion effort that would only duplicate efforts (and cleanup bills)
that will need to be performed to address the impacted in-place
soil. Finally, the money saved can be better used to address the
more expensive part of the cleanup, i.e. the groundwater and in-
place soil cleanup.
I would be more than happy to discuss the particulars
of the Workplan with anyone in your office or the Regional
Board's office if there are any questions or comments. Other-
wise, I will call you within a week to see how things are pro-
gressing.
Si cere^ly,
Dean Adam Willis
for O'MELVENY & MYERS
DAW:j im
enclosure
cc: Larry Chapman(w/encl)
