E1 Dorado PERMIT/SERVICES <br /> Stockton, California <br /> Dear Steve: <br /> I have enclosed for review and approval by your agency <br /> and the Regional Board a Workplan prepared by Groundwater Tech- <br /> nology, Inc. proposing certain actions with respect to the <br /> stockpiled soil on the captioned site. This Workplan is in <br /> response to various discussions we have had regarding the stock- <br /> piled soil issue. <br /> Basically the plan calls for: 1) sampling the stock- <br /> piled soil, 2) segregating it based on predetermined criteria <br /> into soil that can be immediately returned to the excavation and <br /> soil that requires above-ground treatment before placing it into <br /> the excavation, 3) backfilling the excavation with the soil that <br /> meets the agreed upon criteria, and 4) remediating the balance of <br /> the soil for subsequent placement into the excavation. The plan <br /> notes that soil returned to the excavation, whether or not first <br /> remediated, is not to be considered indicative of final cleanup <br /> levels unless agreed to by the relevant agencies involved and <br /> that further cleanup of the stockpiled soil once returned to the <br /> excavation will take place in conjunction with the cleanup of the <br /> "in-place" soil. <br />
