Gilbert, Inc. to conduct a <br /> Phase II Environmental Assessment of the property known as 4004 South Eldorado Street <br /> in Stockton, Califamia(Figure I). This request is based on the outcome of the Phase I <br /> Assessment conducted earlier in January 1990. <br /> The foilowing is a complete accounting of the Phase II Fasts and Findings and the data that <br /> supports those findings. <br /> r <br /> Prior to 1954 this property was zoned for agricultural use (A2). The general area is <br /> N bordered to the west by the U.S. Highway 50, to the east by the Union Pacific and <br /> Southern Pacific Railroads common lines. To the north approximately 114 miles of this <br /> - site is the braking rail yard for both aforementioned railroad companies. To the south was <br /> flat open agriculture land. r <br /> In 1954 General Mills International acquired this panzl of land and construction permits <br /> were issued by San Joaquin County (Figure 2), <br /> In I956 Carnation Corporation acquired ownership of this site and <br /> Operated the mill until <br /> the early 196I's. From that time until the spring of 1966 the mill stood idle with minimal <br /> maintenance performed.
