Tracy Material Recovery&Transfer Station SPCC Plan
sufficiently impervious to contain spilled oil.The ASTs will undergo weekly visual inspections of
tanks and supports that are documented in logs attached to each AST(see Section 4.1). The
used oil tank will undergo daily inspection as required by California Hazardous Waste
requirements.
The 1,500 gallon used oil tank has a high level flow cutoff device to prevent spills from tank
overfill events.
3.5 Facility Tank Truck Loading/Unloading
The Facility does not maintain a tank car and tank truck loading/unloading rack;therefore, the
operational procedure requirements in 40 CFR 112.7(h)will not apply. Fuel tanks are located
on the site that are filled by fuel delivered in tank trucks, as identified on the site plan, Figure 2.
Trucks will collect used oil in a tank truck. Hydraulic fluids, petroleum oils, and antifreeze may
be delivered in tank trucks.
• Facility Fuel Delivery Tank Trucks
1. The largest potential spill that can reasonably be expected is approximately 25
gallons. This could occur if a valve on the truck or a truck tank was to leak. Drivers
are instructed to stay with their trucks and view the unloading operation to assure
that a spill does not occur. The tank truck carries a supply of absorbent material
and spill kits in the event of a spill.
2. When not in use,the tank trucks will be parked in a location away from storm drain
inlets and in a manner that will offer protection against accidental collision from
other vehicles.
All of the tank trucks and loading/unloading procedures meet the minimum requirements and
regulations established by the US Department of Transportation (DOT). Storage tank filling
operations are performed to ensure that a tank is not overfilled. Prior to departure of any tank
truck, and before beginning transfer of used oil into a tank truck, the lowermost drain and all
outlets of such vehicles are visually examined for leaks and, if necessary, tightened, adjusted,
or replaced to prevent liquid leaks while in transit.
Tank truck deliveries of petroleum oil to the ASTs and removal of the used oil take place
approximately monthly. For each tank, a manual gauge is utilized to determine the available
volume for product to be added to the tank. This gauge reading correlates to the amount of
liquid in the tank. There is also a high level cutoff flapper valve that shuts off feed to the tank
at about 95% capacity during the filling process. Hoses and pipes are used to transport
product from the supply trucks. General Petroleum is TMR's current supplier of diesel fuel
and unleaded gasoline. While transfer operations are taking place the tank truck operator will
monitor operations to ensure no spills occur or are cleaned up immediately. TMR will provide,
and the tank truck driver will deploy,a storm drain cover mat prior to connecting the diesel fuel
October 2019 3-9
