Tracy Material Recovery&Transfer Station SPCC Plan
transfer hose. The tank truck drivers will have absorbent diapers and pads available in case
of a spill event while filling,in addition to other spill response materials located on site.
The ASTs in the maintenance shop have float gauges that indicate the level in these tanks.
These gauges will be monitored during the filling process to protect against overfills. Western
States Oil supplies hydraulic, transmission, and motor oil. While transfer operations are
taking place, at least one TMR employee will be stationed at or near the tank, in addition to
the tank truck operator. The delivery tank truck typically parks outside the oil area during oil
transfers. In the event of an oil delivery spill the driver would respond to shut off oil flow and
to block any flow of oil towards a storm drain. The oil delivery drivers will have absorbent
diapers and pads available in case of a spill event while filling, in addition to other spill
response materials located on site.
Used oil will be picked up from the 1,500-gallon used oil tank approximately once per month.
Evergreen Oil is the current service provider. The used oil tank truck will park in the driveway
next to the tank. In the event of a used oil transfer spill the driver would respond to shut off oil
flow and to block any flow of oil towards a storm drain. The bulk used oil pick up drivers will
have absorbent diapers and pads available in case of a spill event while filling, in addition to
other spill response materials located on site.
As a good management practice, an adequate supply of absorbent material and spill clean-up
equipment are maintained in a spill kit adjacent to the oil tanks in the event of a release during
fuel delivery (see Section 3.7). Additional spill response equipment should be staged in the
shop building.
3.6 Spill Containment Equipment
An adequate supply of absorbent material and spill clean-up equipment will be maintained close
to the AST areas.
As a good management practice, spill kit equipment, including oil absorbent socks,pads,oil-dry,
and/or sheets, are placed adjacent to AST areas,in the used oil bay,and in the oil room.
October 2019 3-10
