Tracy Material Recovery& Transfer Station SPCC Plan <br /> As required by 40 CFR§112.7(e), records of weekly visual inspections that are documented in <br /> facility logs are kept on site in a fixed location. <br /> 4.2 Personnel Training <br /> The provisions of 40 CFR§112.7(f)mandate that facility owners or operators be responsible for <br /> properly instructing their personnel in the operation and maintenance of equipment to prevent <br /> the discharges of oil, and on applicable pollution control laws, rules and regulations. The TMR <br /> Facility has designated an employee who is accountable for oil spill prevention and who reports <br /> to line management. <br /> The Facility will routinely schedule and conduct spill prevention briefings for their operating <br /> personnel at intervals frequent enough to assure adequate understanding of the SPCC Plan for <br /> the Facility, at least once per year. These briefings will highlight and describe known spill <br /> events or failures, potential malfunction of equipment components, and recently developed <br /> precautionary measures. SPCC training will consist of informal meetings among Facility <br /> personnel,per 40 CFR§112.7(f)and training will be conducted annually. <br /> Topics included in the training program will include: <br /> • Review of the Facility's SPCC Plan, <br /> • Locations of and proper use of spill response equipment, <br /> • Site specific spill response and reporting procedures,and <br /> • Highlights and descriptions of known spill events or failures, potential malfunction of <br /> equipment components,and precautionary measures developed by TMR. <br /> 4.3 Record Keeping <br /> A record of the tank inspections, signed by the appropriate supervisor or inspector, will be <br /> maintained for a period of three years per 40 CFR§112.7(e). Records of employee training will <br /> be maintained for a period of three years. Although the retention of spill event records is not <br /> specifically referenced in the applicable sections of 40 CFR Part 112, it is reasonable to retain <br /> such records to demonstrate that spills have not occurred. <br /> The following are the records to be maintained at the Facility: <br /> Tank inspection and employee training records are to be maintained at the facility for at <br /> least three years. Inspection criteria are included in Appendix 5. <br /> October 2019 4-2 <br />
