Tracy Material Recovery&Transfer Station SPCC Plan <br /> As a good management practice, spill events are to be documented to include the date, <br /> time, and nature of the spill, an estimate of the quantity released, actions taken to contain <br /> the spill,emergency release notifications made,and actions taken to prevent recurrence. <br /> 4.4 Security <br /> Per 40 CFR §112.7(g), the Facility will implement measures to provide security for storage of <br /> petroleum products. <br /> Security Measures <br /> The facility will generally be in operation when employees are present on site daily from 4 am to <br /> 6 pm. The subject property is fenced and includes controlled access to the yard. There is <br /> adequate lighting at the Facility to allow detection of spills or releases both by operating <br /> personnel and by non-operating personnel (the general public, local police, etc.); and, <br /> prevention of spills occurring through acts of vandalism. Oil storage valves and pump controls <br /> are maintained in a safe position. This security practice is also applied to pipelines that are <br /> emptied of liquid content,either by draining or by inert gas pressure. <br /> 4.5 Vehicle controls <br /> Per 40 CFR §112.8(d)(5) the Facility has installed physical measures to prevent potential <br /> vehicle impact with aboveground oil containers and piping. The fueling center tanks are <br /> protected by bollards,the water pump fuel supply is within the building,and the tanks alongside <br /> the shop building are protected by the concrete-walled basin. Portable containers in the shop <br /> bays are staged along bay walls or aisles, out of traffic lanes. Waste oil and coolant drums in <br /> the MRF/TS building are staged along an exterior wall out of traffic lanes. <br /> October 2019 4-3 <br />
