(See the Location and Facility Map in
Appendix 4). Tracy Material Recovery & Solid Waste Transfer, Inc. constructed the facility,
which opened in May 1995.The Facility's SIC code is 9511. The company collects solid wastes
and recyclable materials for processing and recovery of marketable commodities and off-site
disposal. Site operations include material recovery operations, solid waste transfer,
administration, vehicle parking, vehicle maintenance (including truck wash), refuse bin repair
and storage. Material recovery operations occur throughout the site, including within the
52,950-square-foot Material Recovery Facility and Transfer Station (MRF/TS) Building, which
also houses the solid waste transfer operations. The administration and truck maintenance
operations occur within the 10,920-square-foot Office/Maintenance Building. A site plan
showing the Facility layout, including storm drains and tank locations are provided in Figure 2.
2.4 Site Drainage
The site drainage is represented on Figure 2 in Appendix 4. The elevation of the site varies due
to its location in a former aggregate mining pit;the MRF/TS building is at approximately 123 feet
and the Office/Maintenance Building at 153 feet as per National Geodetic Vertical Datum. The
nearest surface water drainage course is the Corral Hollow Creek, approximately 500 feet north
of the site and 30 feet higher in elevation.
Surface water from the site drains into an onsite storm drain system via openings on the
property and is retained in a lined evaporation/collection pond. Storm drains are located in
October 2019 2-1
