Letter to Mr.Ross Atkinson • <br /> Regional Water Quality Control Board <br /> February 20,2002 <br /> Page 2 of 4 <br /> Collecting gauging data from the newly installed wells, and collecting and analyzing groundwater <br /> samples from these wells (Figures 4 and 5 provide groundwater flow directions based on data). <br /> The regulatory limits and WQGs (Refer to Table 1).used to evaluate the data generated at the Pellegri Farm includes <br /> the following. <br /> • Samples of the pad were compared to: <br /> ✓ California Code of Federal Regulations,Title 22,Article 3,Section 66261.24,Total Threshold Limit <br /> Concentration (ITLC) for inorganic Persistent and Bioaccumulative Toxic Substances (mg/kg),and <br /> ✓ California Code of Federal Regulations,Title 22,Article 3,Section 66261.24,Soluble Threshold Limit <br /> Concentration (STLC)for inorganic Persistent and Bioaccumulative Toxic Substances (mg/L)using <br /> ten times the STLC for solids comparison. <br /> • Extractable DIWET concentrations of TPHs,BTEX,MTBE,PAHs,and metals associated with the pad <br /> samples were compared to: <br /> ✓ A Compilation of Water Quality Goals for the CV-RWQCB (Marshack,August 2000,with updates as <br /> of November 2001). As a conservative measure,the lowest selected drinking water WQG is listed. <br /> The reference for a specific WQG is provided after the goal in parenthesis in this section and are <br /> summarized in Appendix F,and <br /> ✓ California and Federal Maximum Contaminant Levels (MCLs). In most cases the WQGs were lower <br /> than the California and Federal MCLS. <br /> • Soil underlying the pad were compared to: <br /> ✓ The Los Angeles RWQCB (LA-RWQCB)Interim Site Assessment&Cleanup Guidebook(LA- <br /> RWQCB,May 1996,Table 4-1) for petroleum hydrocarbons in soil. The selected screening levels <br /> were taken from Table 4-1 for a depth to groundwater of less than 20 feet, <br /> ✓ Background Concentrations of Trace and Major Elements in California Soil(Bradford,et.al.,March <br /> 1996),and <br /> ✓ Ambient Site soil concentrations for TPH,metals (mainly Fe),and pH collected from the Site. <br /> • Site wide groundwater results were compared to: <br /> ✓ A Compilation of Water Quality Goals for the CV-RWQCB (Marshack,August 2000,with updated as <br /> of November 2001). As a conservative measure the lowest drinking water WQGs were listed, <br /> ✓ California and Federal Maximum Contaminant Levels (MCLS).
