WED/
ELEV n A, 12 2009
ENVIRONMENT HEALTH
PERM11T/SERVICES
March 11, 2009
Mr. Naidu
San Joaquin County EHD
600 East Main Street
Stockton, CA 95202
(209) 418-3429
RE: 7-Eleven #19976
1399 N. Main Street, Manteca, CA
Dear Mr. Naidu:
An initial return to compliance letter dated 1/21/09 was submitted in response to the
inspection conducted at the above referenced site. The inspection report alleged alarms
recorded on 1/4/08 and 1/6/08 were not properly responded to. At the time of the initial
submittal, 7-Eleven was investigating the alarm response status for the alarms recorded
on 1/4/08 and 1/6/08.
As a follow up to the initial submittal, enclosed is a letter from Fuel Quest outlining the
procedure and response to the alarms recorded on 1/4/08 and 1/6/08. The Veeder-Root
TLS 350 panel is continuously monitored remotely by Fuel Quest and all alarms are
recorded and verified prior to dispatch to the local service contractor. On 1/4/08 and
1/6/08 Fuel Quest contacted the TLS panel to confirm the alarms and the system was
showing "All Functions Normal' indicating they were false alarms. The TLS panel is
equipped with a battery in the event of a power outage and a power surge or the switch
to the battery power can cause a false alarm. The monthly status reports for January
and February 2008 show all sensors normal.
7-Eleven, Inc. believes the enclosed documentation should serve to clear the alleged
non-compliant item; however should you have additional questions or concerns please
do not hesitate to contact me at (916) 463-6776.
This submission does not constitute, nor may it be deemed to constitute, an admission
of liability or responsibility with respect to the alleged violations. In addition, evidence of
this submission may not be used in any administrative or judicial proceeding or
otherwise as evidence of an admission by 7-Eleven.
Sincerely,
Ian Moorhead
Region Gasoline Environmental
Compliance Manager
