Ford Sacramento HVC/HCC will ensure that
future submittals contain all elements required per HSC 25505(a)(2).
3. Item 9: HSC 25508(a)(1) Failed to annually review and certify that the business plan is
complete,accurate, and up to date.
During the Site inspection, the inspector stated that the business plan for 2019 was submitted
late on February 4, 2019.The inspector noted in the Inspection Report that this violation was
corrected on-site at the time of the inspection. Ford Sacramento HVC/HCC has made updates to
their Environmental Operating System to ensure that the business plan will be submitted by
January 15th of each year, as requested by San Joaquin County during the inspection.
4. Item 15: HSC 25510(a)Failed to report actual or threatened release to the EHD and/or CaIOES
Warning Center
The inspector noted in the Inspection Report that he observed what appeared to be a release of
diesel fuel from the fire pump diesel tank that occurred on August 6, 2019 (the date of the
inspection). The release was further described in the Inspection Report as droplets on the
bottom of the fire pump diesel tank that were hitting the bottom of the secondary containment
and the outside wall of the secondary containment. Additionally, the inspector noted that a pig
pad created a sticky mess next to the secondary containment. The inspector requested
documentation of the cleanup and documentation showing that the tank has been fixed.
Additionally, the inspector noted that any future releases or threatened releases should be
verbally reported immediately to the SJCEHD and CalOES.
Ford Sacramento HVC/HCC leases the Site and the fire pump diesel tank is owned by and the
responsibility of the landlord. Ford Sacramento HVC/HCC contacted the property manager for
the landlord and notified him/her regarding the findings of the recent SJCEHD inspection. The
property manager contracted Fire Protection Management("FPM")to correct the issues. FPM
provided a report documenting the actions taken to address the issues noted during the
inspection, including fixing the issues that led to the diesel droplets on the tank, and cleaning
the residue. The detailed report is provided as Attachment B. Photo evidence of the cleaned
area is provided as Attachment C. In addition, Ford Sacramento HVC/HCC has reviewed its
Environmental Operating System and will take additional steps to work with the landlord and
Ford Customer Service Division to ensure that regular inspections of the fire pump diesel tank
are conducted and that any releases or threatened releases are reported to SJCEHD and CalOES
immediately upon discovery.
