fV go k'q KLEINFELDER <br /> tKleinfelder's understanding that Forward Landfill or Altamont Landfill (local Class II <br /> Landfills) may accept the proposed excavated material based on the analytical data <br /> contained in Kleinfelder's previous pushprobe soil and groundwater assessment and <br /> will not require additional stockpiling or chemical analyses. Based on this preliminary <br /> information, this workplan does not include stockpiling of excavated soil onsite, <br /> stockpile soil sampling or chemical analyses for disposal purposes. At this time, <br /> Kleinfelder proposes that the material be excavated and placed directly into <br /> transportation trucks and hauled directly to a local approved landfill. This aspect of the <br /> workplan, if realized, will contribute to a significant cost savings since the excavated soil <br /> will not have to be handled several times and will also save money in terms of soil <br /> collection and testing. The time for the removal process should also be much shorter <br /> by directly loading the material into the transportation trucks. <br /> Please note that additional excavation activities and soil sample collection and analyses <br /> may be necessary based on the requests of EHD and/or based on confirmation soil <br /> sampling results which are above acceptable health risk/agency cleanup goals. <br /> ' The subcontractor selected for excavation, transportation and disposal will arrange for <br /> soil profiling for landfill gate acceptance criteria and provide hazardous waste manifests <br /> for disposal documentation. <br /> Confirmation Soil Sampling Laboratory Analyses <br /> Each of the soil samples collected for quantitative analysis will be submitted under <br /> chain-of-custody control to Alpha Analytical Laboratories (Alpha) of Sparks Nevada. <br /> Alpha is a California State-certified laboratory able to perform the required analyses. <br /> Approximately fifty-nine (59) discrete confirmation soil samples collected from within the <br /> excavation will be submitted for the following analyses: <br /> • Total Purgeable Petroleum Hydrocarbons [C4-C10] including Benzene, Toluene, <br /> Ethylbenzene, Xylenes [BTEX] by EPA Method 8260 <br /> Total Extractable Petroleum Hydrocarbons [C10-C4o] by EPA Method 8015M <br /> The samples will be analyzed on a standard two-week turn-around-time (TAT) requiring <br /> approximately 10 working days. Please note expedited TAT can be obtained at <br /> additional costs. <br /> Sloping and Backfilling Operations <br /> Kleinfelder recommends sloping the excavation according to OSHA guidelines. Based <br /> on preliminary comments by PG&E and soil conditions (soil logs), Kleinfelder estimates <br /> a 1 to 1 slope may be acceptable during excavation activities. However, the excavation <br /> subcontractor will be responsible to ensure the slope conditions meet the requirement <br /> of OSHA, applicable state and federal regulations and a standard of care necessary to <br /> 44843.T04/STO5R1333/DH:ly Page 9 of 17 <br /> ©2005 Kleinfelder, Inc.
