Kleinfelder also recommends stockpiling apparent <br /> clean soil related to sloping operations followed by collecting 4-point composite soil <br /> samples of this material. Kleinfelder recommends collecting a single 4-point composite <br /> sample for each 2,000 cubic yards of this material. If this material is clean, Kleinfelder <br /> recommends using this material for backfill operations. Kleinfelder proposes backfilling <br /> to 90% compaction using clean fill material. However, the backfill subcontractor will be <br /> responsible for backfilling with acceptable material at compaction rates suitable for the <br /> proposed land use and any PG&E or Chevron requirements. <br /> Task 2 — HEALTH RISK ASSESSMENT (HRA) <br /> A human health screening evaluation will be conducted to estimate the potential chronic <br /> health hazard from potential contamination that remains at the site. <br /> The health risk assessment will evaluate the following: <br /> • Construction of a conceptual model for the property identifying receptor groups, <br /> exposure media, and exposure pathways. <br /> • Identification of chemicals of potential concern (COPC) and their physical <br /> constants and concentrations to evaluate industrial/commercial use exposure. <br /> Description of human toxicity information of the specific COPC, and <br /> • A risk characterization summary of the exposure assessment and toxicity <br /> information for each chemical and exposure pathway. <br /> Please note depending on specific proposed building locations and preliminary HRA <br /> findings, additional evaluation of soil vapor intrusion may be warranted based on an <br /> additional soil vapor assessment after conclusion of excavation activities. <br /> TASK 3 — MONITORING WELL INSTALLATION ACTIVITIES <br /> Permitting and Pre-Field Activities <br /> San Joaquin County Environmental Health Department (EHD) requires completion of a <br /> well permit, and payment fees of prior to installation of monitoring wells. Kleinfelder will <br /> ' prepare drilling permit applications for submittal to EHD along with the required initial <br /> fees. The permits must be approved prior to drilling activities and sampling. EHD <br /> usually requires up to approximately two weeks to issue the permits. This workplan <br /> should be submitted by the client to EHD under a separate cover letter. EHD may bill <br /> the Client directly for oversight time on the project. <br /> Kleinfelder will visit the site to mark the assessment area for Underground Service Alert <br /> at least 48 hours prior to conducting the field work.
