M K L E I N F E L D E R SCOPE OF WORK The following scope of work was developed to assess the vertical limits of crude oil impacted soil and potential impact to groundwater beneath the rupture area. As part of assessing the vertical limits of the petroleum impacted soil, the sampling and analyses will be performed to pre-characterize the soil prior to future disposal. The following sampling and analyses plan for pre-characterization for disposal purposes assumes an estimated volume of approximately 20,000 cubic yards of affected soil. Kleinfelder understands that assuming 20,000 cubic yards of affected material, local landfills will require one 4-point composite sample for every 2,000 cubic yards of soil. Please note that should pre-characterization indicate disposal of material to a Class I Landfill, then the soil should not be directly loaded for disposal during future excavation activities. Under these conditions Kleinfelder recommends stockpiling and additional soil sampling and analyses to reduce potential disposal costs. Task 1 Workplan/Permitting and Pre-Field Activities Kleinfelder will coordinate with San Joaquin County Public Health Services Department Environmental Health Division (EHD) to obtain necessary boring permits and setting up the Master File Record (MFR) for the site prior to conducting field work. EHD will require review and approval of the workplan (this document) for the proposed scope of work. Please note that EHD may bill the Client directly for oversight time on the project. Kleinfelder will visit the site to mark the assessment area for Underground Service Alert at least 48 hours prior to conducting the field work. Kleinfelder will also notify Chevron Pipeline Company and PG&E at least 72 hours prior to conducting field work and will request a Chevron Pipeline and PG&E representative to be present during field activities. Task 2.0 Field Activities ADVANCEMENT OF PUSH PROBES Kleinfelder is proposing approximately four days of field work at the site with an estimated advancement of approximately twenty nine (29) push probes, which includes four probes to maximum depths of 40 feet below ground surface (bgs) to assess potential shallow groundwater quality. Twenty five probes will be advanced to approximately 20 feet bgs. At the request of Chevron and prior to advancement of the pushprobes the Chevron crude oil pipeline will be exposed at the ends of the work area (intersection of pipeline with mapped footprint area in the northwest and southeast portions of the mapped footprint area). A line will be extended between these two pipeline exposure areas to assess the subsurface location of the Chevron pipeline. Within 25 feet of the estimated petroleum pipelines Kleinfelder will contact the respective onsite pipeline personnel (Chevron and PG&E) prior to advancement of the pushprobes. Assuming approval is granted within 25 feet of the pipelines, the first five feet will be hand-augered to assess potential underground utilities for safety purposes.
