Waterloo, Stockton
Program: UST
SUMMARY OF VIOLATIONS
CLASS I, CLASS II, or MINOR -Notice to Comply)
404. Water was found in the 87 and 91 -octane STP sumps, and the 91 -octane fill sump. Secondary
containment shall be constructed to prevent any water intrusion into the system by precipitation,
infiltration, or surface runoff. Immediately remove this liquid, make a hazardous waste determination per
Title 22 hazardous waste regulations, and manage accordingly. Immediately contact a properly
licensed, trained, and certified contractor to address the water intrusion into the sump under permit and
inspection of the EHD. Liquid was removed by technician and placed in hazardous waste container on
site. Violation was corrected.
405. The vent annular sensor failed to come out of alarm when tested. The continuous monitoring
system shall be maintained to detect the entry of the liquid or vapor phase of the hazardous substance
stored in the primary containment into the secondary containment and to detect water intrusion into the
secondary containment. Correct immediately by having a properly licensed, trained, and certified
contractor replace the failed component with a functional component (LG 113-x listed, if applicable) and
obtain a permit within one business day from the EHD. If the failed component can't be replaced
immediately, there is a possibility that the UST system may be red tagged to prevent fuel inputs. Elite
IV contractor was on site and replaced the vent annular sensor during this inspection. New sensor was
retested and passed. An on-site retrofit verification report has been issued.
