Water was found in the 87 fill sump. Secondary containment shall be constructed to prevent any <br />water intrusion into the system by precipitation, infiltration, or surface runoff. Immediately remove this <br />liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage <br />accordingly. Immediately contact a properly licensed, trained, and certified contractor to address the <br />water intrusion into the 87 fill sump under permit and inspection of the EHD. <br />47. The L13, Dispenser 5/6 brine sensor was found to be in alarm since this morning and was still in <br />alarm after the inspection. The sensors monitoring the liquid level in the interstitial space shall be <br />maintained so that a breach in the primary or secondary containment is detected before the hazardous <br />substance is released into the environment. Correct immediately by having a properly licensed, trained, <br />and certified contractor replace the failed component with a functional component (LG 113-x listed, if <br />applicable) and obtain a permit within one business day from the EHD. If the failed component can't be <br />replaced immediately, there is a possibility that the 87 and 91 products on the UST system may be red <br />tagged to prevent fuel inputs. <br />Notes <br />1. The cold start inspection for SR0060156 was done today. The contractor cold started the monitoring <br />system on August 25, 2010 according to the technician. The permit conditions state that the monitoring <br />system must be completely tested prior to opening the station after a cold start. Approximately six <br />weeks passed before the monitoring system certification was done today. In the future, assure that <br />when the monitoring system is cold started that the EHD can witness complete system testing before <br />opening the station to sell fuel. <br />2.
