May 21, 1999
Leaking Underground Fuel Storage Tank Program
San Joaquin County Public Health
Environmental Health Division (PHS-EHD)
304 East Weber Ave., Third Floor
Stockton, CA. 95202
(209)468-3451
RE: Addendum to Workplan for obtaining confirmation soil samples beneath UST's at Former
Regal Station, located at 6425 Pacific Avenue, Stockton, California 95207.
Dear Ms. Foley:
INTRODUCTION
This addendum to the February 23, 1999 Workplan discribes the methods that will be used to
obtain confirmation soil samples beneath the three 10,000-gallon double-walled fiberglass UST's.
A Corrective Action Plan (CAP) has been approved by Mr. Mike Infurna for any over-excavation
of contaminated soil that may be discovered from the sampling of the UST area and associated
product dispensing piping/dispensers. Confirmation soil sample borings near the UST area,
ongoing groundwater monitoring and vapor extraction monitoring indicated that the soils beneath
this site have been remediated (contamination has been removed) and that no further actions arc
necessary.
Wickland Properties has permitted the removal of the 3-10,000 gallon underground storage tanks
and associated piping. Negotiations with Lincoln Village Properties (site property owner) indicate
that the three UST's along with all associated piping and pea gravel will be removed. These empty
tanks and associated piping, installed in January 1989, are double walled fiberglass compositions
had contained/dispensed unleaded regular and unleaded premium gasoline. EXXON removed the
dispensers and all fluids from the piping and the UST's when they vacated the property in July
1998.
UST DOCUMENTATION SAMPLING
Soil samples will be collected from representative native soils beneath the UST's invert (tank's
bottom) between 0.5 and 1 feet into native soil using the bucket of the excavator. If the sample
location is beyond the reach of the excavator bucket a hand auger will be used to obtain the
samples. The sample points will be hand augured approximately 0.5 feet into the native soil, then a
I R-603 UST WP 2/23/99
