Eleventh St. <br /> Tracy, CA <br /> The Request for Site Closure Report dated February 25, 1991,has been reviewed by Public Health Services, <br /> Environmental Health Division (PHS/EHD). <br /> Closure at this site cannot be recommended for the following reasons: <br /> 1. Soil boring samples taken from MW 1-15,MW 2-17 and MW 3-15 were held over 14 days <br /> (maximum holding time -LUFT Manual) and, therefore, cannot be honored. <br /> 2. The three (3) soil samples taken from the original tank excavation are not sufficient to <br /> define the soil contamination plume, or to verify that one does not exist. <br /> 3. A monitoring well will need to be installed in the verified downgradient direction of the <br /> former tank location in order to determine if contamination has migrated downgradient. <br /> The verified groundwater gradient has been documented at this site to be to the northeast. <br /> 4. The soil results for the waste oil tank excavation show levels of lead over 5.0 parts per <br /> million (ppm), the soluble threshold limit concentration (Title 22, Code of California <br /> Regulations). These high levels of lead will need to be investigated further. The <br /> recommended test for soluble lead is the waste extraction test using method 7421 (Tri- <br /> Regional Recommendations). <br /> Further assessment at this site is needed.
