In the first half of 2009, ConocoPhillips properly abandoned all Site
monitoring wells, excavated contaminated soil to depths of up to 10 feet below ground surface,
installed five temporary soil gas vapor probes, and collected soil gas samples. Central Valley
Water Board are reviewing the Site for no further action status and requested ConocoPhillips
prepare a draft fact sheet to notify potential interested parties.
Our comments are:
1. The draft Fact Sheet states that Central Valley Water Board staff intend to complete the
closure review process and close the former UST case. The Site is not an underground
storage tank site. ConocoPhillips should remove this paragraph from the fact sheet.
2. ConocoPhillips needs to include a reference to the State Water Resources Control Board
GeoTracker database system. The fact sheet should notify the public that more Site
information is available in GeoTracker.
3. Central Valley Water Board staff concur with the fact sheet with the listed modifications.
The Fact Sheet includes a figure and list of mailing addresses for interested parties within
200 feet of the Site. By 28 June 2011, ConocoPhillips needs to prepare the updated fact
sheet, mail the final fact sheet to the interested parties, and send a copy to Board staff.
The comment period should be 30 days beginning 29 June 2011 and ending 29 July 2011.
If you have any questions regarding this letter, you may contact me at (916) 464-4819 or by email
at kshelton walterboards.ca. ov.
5L-6t
KRISTI SHELTON, P.E.
Water Resources Control Engineer
cc: Ms. Adrienne Ellsaesser, San Joaquin County Environmental Health Department, Stockton
Mr. Mark Bare, Stantec Consulting Corp., Rancho Cordova
California Environmental Protection Agency
Co Recycled Paper
