In 1993, Site operations
ceased, and all the tanks and associated piping and structures were removed. The Site is
currently vacant and no longer in use. Between 1989 and 2010, ConocoPhillips drilled 16 soil
borings, sampled 13 test pits, installed 10 groundwater monitoring wells, sampled seven soil
vapor samples, and excavated contaminated soil. Remaining soil concentrations are below
California Regional Water Quality Control Board — Bay Area Region Environmental Screening
Levels (ESLs) for gross contamination. Site groundwater levels were below the water quality
objectives when they were destroyed in 2009. Remaining soil vapor concentrations are below
the residential and commercial ESLs.
Based on our review of the Site data, it appears the Site may be eligible for no further action.
Prior to issuance of a no further action letter, ConocoPhillips needs to send a fact sheet to all
interested parties and conduct a 30-day public comment period. By 11 June 2011, please
submit a map showing the Site, a list of property parcels within 200 feet of the plume, the
name and property owner for each parcel, a mailing address for each owner, and a separate
one-page fact sheet summarizing the environmental activities related to the former release.
The information will be used to inform surrounding property owners of environmental activities,
including Site closure.
If you have any questions regarding this letter, you may contact me at (916) 464-4819 or by
email at kshelton(a)waterboards.ca.gov.
KRISTI SHELTON, P.E.
Water Resources Control Engineer
Aboveground Tanks Cleanup Unit
cc: Adrienne Ellsaesser, San Joaquin County Environmental Health Department, Stockton
Mark Bare, Stantec Consulting Corp., Rancho Cordova
California Environmental Protection Agency
pia Recycled Paper
