The Site is currently vacant. In the first half of 2009, ConocoPhillips properly
abandoned all Site monitoring wells, excavated contaminated soil to depths of up to 10 feet
below ground surface, installed five temporary soil gas vapor probes, and collected soil gas
samples. As described in the attached memorandum, Central Valley Water Board staff
concurs that remaining levels of petroleum constituents do not pose a threat to human health,
the environment, or waters of the State.
ConocoPhillips has successfully completed Site investigation and remedial action and
achieved applicable remedial action standards and objectives. A permanent remedy has been
accomplished at the Site. Therefore, no further action is required. Issuance of a No Further
Action Determination does not preclude future action by the Central Valley Water Board if
subsequent monitoring, testing, or analysis at the Site indicates that the remedial action
standards and objectives were not achieved; a new or previously undiscovered release occurs
at the Site; or new information indicates that further site investigation and remedial action are
required to prevent a significant risk to human health and safety, the environment, or water
quality.
If you have questions about this letter, you may call Kristi Shelton at (916) 464-4819.
BRIAN NEWMAN, P.E.
Tanks Cleanup Program Manager
cc: Ms. Adrienne Ellsaesser, San Joaquin County Environmental Health Department,
Stockton
Mr. Mark Bare, Stantec Consulting Corp., Rancho Cordova
California Environmental Protection Agency
0 Recycled Paper
