Construction of an individual sewage disposal system(s) under permit and inspection by the EHD <br /> is required at the time of development based on the Soil Suitability/Nitrate Loading Study findings. <br /> (San Joaquin County Development Title, Section 9-1110.3 &9-1110.4) <br /> D. This facility is a considered a transient noncommunity water system as defined in Health and Safety <br /> Code, Section 116275(o). The applicant shall submit a Small Public Water System preliminary <br /> technical report to the California State Water Resources Control Board, Division of Drinking Water <br /> (Water Board), with a copy to the EHD, at least six months before initiating construction of any <br /> water related improvement, as defined, and prior to the issuance of building permits (Health and <br /> Safety Code, Section 116527). The issuance of a permit to operate a small public water system by <br /> the EHD is prohibited without the concurrence of the Water Board. (San Joaquin County Development <br /> Title, Section 9-1120.2 and 9-1115.9.) An annual permit to operate a public water system is <br /> required [Health and Safety Code, Sections 116525 and 116565 (f)]. <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County <br /> Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health and Safety <br /> Code, Sections 116525 and 116555. <br /> Applicant may contact Robert McClellon, Program Coordinator, Small Public Water System <br /> Program, at (209) 468-0332 or rmcclellon@sigov.org,for more information. <br /> E. The proposed well is shown on the site map to be located within 200 feet of a navigable surface <br /> water body,the Mokelumne River.A well located in close proximity to the river has a potential for <br /> interconnection and adverse impacts to the river.A minimum 200 foot cement annular well seal is <br /> required to offset any potential adverse impacts to the river. Alternatively, an evaluation of the <br /> proposed well, including independent well drawdown testing, may be performed and submitted <br /> to the EHD for review to determine any potential adverse impacts to the river from the projected <br /> groundwater pumping. Construction of a water well that can meet all construction, setback, and water quality <br /> requirements for a public well under permit and inspection by the EHD at the time of development. <br /> G. Provide written approval from a public entity for the disposal of winery process wastewater by <br /> removal to an offsite disposal facility or from the Central Valley Regional Water Quality Control <br /> Board for discharge of winery process wastewater to land to the EHD prior to issuance of building <br /> permit. If the <br /> winery plans to act as a host kitchen to any catering operation or catering event, a permit must be <br /> obtained from EHD for a Host Facility Permit.
