Analysis <br /> Background. <br /> On May 7, 1992, the,Planning Commission concurrently approved Use Permit No. UP-92-13 for a railroad <br /> facility to load truck hailers onto railroad cars and Major Subdivision application No. SU-92-5 to subdivide <br /> three parcels into six parcels. The railroad facility uses three of the six parcels. On May 15, 1995, the <br /> Community Development Department approved Improvement Plan No. IP-95-0023 for an 8.90-acre <br /> container storage yard expansion to the existing intermodal facility that encompassed 109 acres. <br /> Operations <br /> The existing facility uses 3 unloading tracks totaling 13,800 feet. There are 1,450 existing parking bays <br /> for cargo units and each parking bay is 11 feet by 53 feet. There are 57 parking spaces existing for <br /> employees and guests. The cargo units are carried by trucks which are processed through 9 manually- <br /> operated gate lanes.. The existing operation includes a 2,225 square foot administrative building and a <br /> 5,625 square foot maintenance building. <br /> There is an existing Use Permit Application No. PA-0900184 to expand the existing intermodal facility <br /> which will be processed independently from this application. <br /> Storage Area <br /> The applicant is proposing a minimum of 12 inches aggregate base for the maneuvering areas. The <br /> Community Development Department requires the circulation and maneuvering areas to be paved with <br /> asphalt concrete or Portland cement concrete. Typically, the Community Development Department <br /> requires aggregate base for storage areas, pavement for main circulation areas, and chip seal for areas <br /> of only occasional vehicle use. In this case, it is recommended that the storage area be surfaced with a <br /> minimum of four inches aggregate base and that the circulation area within the expansion area be <br /> surfaced with twelve inches of aggregate base. Aggregate base rather than asphalt is appropriate for the <br /> circulation area because the storage lot is intended to be temporary until the expansion of the full facility, <br /> if approved (PA-0900184). Additionally, the trucks will enter the project site on an existing paved <br /> driveway that is a mile in length from Roth Road. The applicant has indicated at full buildout of PA- <br /> 0900184, the entire site will be paved. The storage area must have a minimum surfacing requirement of <br /> four inches aggregate base.
