j a <br /> 4 <br /> Recommendations. <br /> E: <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> i A <br /> 2. Approve Use Permit Application No. PA-0900174 with the Findings and Conditions of Approval <br /> contained in the.staff report. <br /> Findings <br /> I The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This Finding can be made because the Major Impact Services use type may be <br /> conditionally permitted in the AG-40 (General Agriculture, 40-acre minimum) zone with an <br /> approved Use Permit application. The project site has a General Plan designation of AIG <br /> (General Agriculture). The AG-40 zone is an implementing zone of the General Agriculture <br /> designation''bf the General Plan. The addition of a cargo container storage yard presents <br /> no significant General Plan policy issues and does not impact the Special Road Plan for <br /> Airport Way.,because access exists from Roth Road. There are no other plans applicable <br /> to this site. <br /> Z. Adequate utilities; roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding"Can be made because the project is a container yard expansion of an existing <br /> intermodal facility and no new employees or structures are proposed. Additional <br /> sanitation and water supply facilities are not required. The Department of Public Works is <br /> requiring storm water runoff to be contained on site and to prevent offsite sediment <br /> transport. The drainage facilities shall meet the requirements of San Joaquin County <br /> Development Standards to prevent the increased runoff release rate of storm water from <br /> discharging onto other properties. The maneuvering and circulation areas shall have a <br /> minimum.parking surface requirement of twelve inches aggregate base as the storage lot is <br /> temporary until full buildout of the proposed expansion of the intermodal facility (PA- <br /> 0900184), and there is an existing paved one mile driveway onto the project site. <br /> 3. The site is physicp,lly suitable for the type of development and for the intensity of development. <br /> This Finding scan be made because the 74.57 acre parcel is of adequate size and shape to <br /> accommodate the proposed use and other requirements of the Development Title.
