f <br /> I <br /> Exhibit E <br /> AIRPORT WAYNOSEMITE AVENUE ISLAND <br /> REORGANIZATION/ANNEXATION NO. 2005-03 <br /> A. Land Use Planning <br /> The project will annex to the City of Manteca an approximately 90-acre land area <br /> that is presently surrounded by incorporated City area. It is located generally at <br /> the intersection of Airport Way and Yosemite Avenue, and along Fishback Road. <br /> The island area extends north, south, east, and west from the intersection, as <br /> depicted on the accompanying map. <br /> The land area is comprised of parcels varyin-g from.one-half acre to five acres in <br /> size. Existing land uses consist of primarily older rural single family dwellings with <br /> a few multiple family units scattered throughout, and a few older commercial and <br /> light industrial uses located along Yosemite Avenue. <br /> The land area has been prezoned consistent with the Manteca General Plan. <br /> Properties along both sides of Yosemite Avenue and along the east side of Airport <br /> Way are zoned for commercial uses. Properties along the west side of Airport <br /> Way, north and south of Yosemite Avenue, are zoned for light industrial uses. <br /> And, properties along the west side of Fishback Road are zoned for single-family <br /> residential use. <br /> B. Development Timing <br /> This area of the community is presently in the initial phases of transition from the <br /> present rural setting to an urban commercial and light industrial center. The Airport <br /> Way entrance from State Route 120.north will serve as a gateway entrance to the <br /> community and as well as an employment center. New commercial and recreational <br /> development is presently taking place along Airport Way at State Route 120; and new <br /> commercial development is under review by the City for property at the intersection of <br /> Airport Way and Yosemite Avenue. <br /> A number-of rural residential parcels along Airport Way and along Yosemite Avenue are <br /> being sold, or have been acquired for future development. The number of potential <br /> development contacts made of the city indicates a strong development community <br /> interest in this area. <br /> Development timing of this area is not certain, but will occur over a period of many <br /> years, as the rural setting transitions to urban commercial and light industrial use. The <br /> transition may likely occur over the next five to "ten years. <br /> C. Environmental <br /> 1. General Plan Consistency: <br /> The annexation has beenpre-zoned to be consistent with the Manteca 2023 <br /> General Plan (adopted in October of 2003).
