ATTACHMENT C <br /> STATEMENT OF OVERRIDING CONSIDERATION FOR THE <br /> STOCKTON METROPOLITAN AIRPORT PROJECT <br /> The County has determined that approval of the project is appropriate despite the existence of the <br /> following potential impacts identified in the Findings of Significant Impact that cannot or may not be <br /> mitigated to a less than significant level, based on the existence of the expected benefits of the project: <br /> • Conversion of 591 acres of prime farmland and farmland of Statewide significance from agricultural <br /> uses to aviation and aviation compatible uses. This is considered significant both from a project and <br /> a cumulative basis. <br /> • Increased ozone precursors (ROG and NOx) and PM10 under the 2015 project for both Phase 1 <br /> Interchange (without flyover ramps) and Phase 2 Interchange (with flyover ramps)will exceed the. <br /> San Joaquin Valley Unified Air Pollution Control District's thresholds. <br /> • Because the San Joaquin Valley Unified Air Pollution Control District's emission threshold for NOx <br /> will be exceeded, the cumulative impact related to NOx is significant. <br /> • Cumulative traffic noise impacts are anticipated along Airport Way, both north and south of the <br /> airport, and along State Route 99, north of Arch-Airport Road. <br /> The County has determined that these environmental effects are outweighed by the following expected <br /> benefits of the project: <br /> 1. The project will ultimately expand the industrial and commercial employment opportunities for <br /> residents of San Joaquin County. <br /> 2. The project is consistent with the County's objective to develop a system of airports capable of <br /> accommodating the growth of air commerce and general aviation needs of the County,while <br /> minimizing environmental and land use impacts, as stated in the County General Plan 2010. <br /> 3. The project will provide economic benefits to San Joaquin County and County residents. <br /> 4. The airport is already planned to accommodate development. The proposed project proposes <br /> adjustments in the General Plan designations and zoning to accommodate new land uses.
