(4) The operator would remove hazardous materials spotted during delivery, thus <br /> minimizing the potential for leachate contamination if there is a break in the liner or <br /> the leachate collection trenches. <br /> (5) The landfill operator would include practices and procedures in the Solid Waste <br /> Facilities Permit to comply with AB 1760. The procedures would describe how the <br /> expanded landfill would salvage all economically feasible metallic discards. <br /> (6) The extraction wells developed as part of the CAP shall be maintained and monitored <br /> during Phases V and VI and are to be employed as needed for the extraction of any <br /> residual contamination by leachate. <br /> (7) The operator, San Joaquin County, RWQCB, and IWMB shall meet to determine if <br /> one or more of the existing landfill units should be closed prior to initiating the <br /> expansion. <br /> (8) Maximum preloaded settlement of the existing landfill would provide the maximum <br /> period for settlement and would take advantage of anticipated improvements in <br /> geosynthetic technology that would occur over the next 35 years. <br /> (9) The final design for the vertical expansion would, if necessary, include additional <br /> components in the liner system, depending on future differential settlement on the <br /> liner system. <br /> (10)The extraction wells developed as part of the CAP shall be maintained and monitored <br /> during Phases V and Vi and are to be employed as needed for the extraction of any <br /> residual contamination by leachate. <br /> (11)A review of the liner and leachate collection system for the vertical expansion over <br /> the existing landfill shall be conducted by the appropriate responsible agencies upon <br /> completion of the final design drawings. <br /> (12)The implementation of the current RWQCB Order and the recommendation made in <br /> the April 1999 CAP shall be continued and completed. The new data to be collected <br /> should address the potential impacts to the local supply wells. The siting of the new <br /> extraction wells can be modified as appropriate to minimize impact to supply wells. <br /> Additional off-gassing from the air stripper will require more frequent change out of <br /> the activated carbon vessels. <br /> (13)The operator shall continue the City of Stockton's program to test all known water <br /> supply wells within the area of the mapped and protected groundwater plume, and <br /> where detectable VOC's are reported, bottled water shall be supplied (see Final,EIR <br /> K.5, K.6, K.7, K.8, and K.10, Impacts and Mitigations). <br /> f. SEISMIC: The project sponsor will comply with the requirements of the California Code <br /> of Regulations (CCR), Title 27. The CIWMB will receive all documentation relating to <br /> slope and foundation studies and design (see Final SEIR J.4, Impact and Mitigation). <br /> g. LANDFILL GAS: In order to reduce the potential for explosion hazards from landfill gas, <br /> the following measures shall be implemented: <br /> (1) A landfill gas monitoring system shall be installed around the landfill. <br /> (2) The existing gas extraction system shall continue to operate. <br />
