NORTHERN HARRIER: Spring nesting surveys shall be conducted for the northern <br /> harrier to determine their presence or absence. If present, the nests shall be protected <br /> until the young have fledged. No construction or other disturbance would be allowed any <br /> closer than one-quarter mile from the nest until the young are able to fly well enough to <br /> avoid the construction zones. <br /> g. ' TRICOLORED BLACKBIRD: A nesting survey shall be conducted for tricolored <br /> backbirds to determine their presence or absence. If present, the nests shall be <br /> protected until the young have fledged. No construction or other disturbance shall be <br /> allowed any closer than 500 feet from the nest. <br /> h. WETLAND HABITATS: All created wetland habitats totaling 5.55 acres will be <br /> monitored annually by a qualified biologist over a five-year period to ensure that the <br /> created wetlands function as designed. Similarly, all planted vegetation will be monitored <br /> annually by a qualified biologist over a five-year period to ensure that, at a minimum, 80 <br /> percent of all plants survive. Each year, a monitoring report will be prepared by the <br /> applicant and submitted to the County of San Joaquin, DFG, FWS, and the U. S. Army <br /> Corps of Engineers. <br /> i. SAN JOAQUIN COUNTY MULTI-SPECIES HABITAT CONSERVATION AND OPEN <br /> SPACE PLAN (SJMSCP): As an alternative, the applicant may participate in and <br /> provide mitigation through the SJMSCP. <br /> 6. COUNTY OF SAN JOAQUIN OFFICE OF EMERGENCY SERVICES (Staff Contact: Dennis <br /> Fields, 468-3969) <br /> a. HAZARDOUS MATERIALS MANAGEMENT PLAN: A Hazardous Materials <br /> Management Plan (HMMP) shall be prepared and submitted to this office within 30 days <br /> after the beginning of operation. If hazardous materials are on the site during the <br /> construction phase for longer than 30 days, then an HMMP will be required by the <br /> responsible party of those hazardous materials. <br /> 7. LOCAL AGENCY FORMATION COMMISSION LAFCO (Staff Contact: Bruce Baracco, <br /> 468-3198) <br /> a. The applicant shall file a Reorganization application with LAFCO that demonstrates fire <br /> protection services to the subject property. <br />
