The main access road <br /> would be paved and maintained sufficiently to effectively eliminate entrainment of <br /> visible dust emissions from vehicle travel in accordance with SJVUAPCD Rule 8040 <br /> (control of fine particulate matter(PM-10] from landfill disposal sites) and Rule 8060 <br /> (control of fine particulate matter[PM-10] from paved and unpaved roads) (see Final <br /> SEIR G.1, Impact and Mitigation). <br /> 4 5. STATE DEPARTMENT OF FISH AND GAME (Staff Contact: Dan Gifford, 369-8851) <br /> a. SALMON: All excavation work within Little Johns Creek shall occur in the summer <br /> months (July 31 through September 30)when the Sacramento River winter chinook <br /> salmon, the Sacramento River fall/late-fall chinook salmon, the Central California <br /> steelhead, and the Sacramento spittail would not be migrating/spawning or otherwide <br /> occur in Little Johns Creek. <br /> b. WESTERN POND TURTLE: West pond turtle surveys in accordance with USFW <br /> guidelines shall be conducted prior to construction activities occurring in tittle Johns <br /> Creek. If western pond turtles are identified, nesting habitat will be avoided while in use. <br /> c. WESTERN MASTIFF BAT: Greater western mastiff bat surveys shall be conducted prior <br /> to removing any trees. If bats are identified during surveys, their reproductive status shall <br /> be determined, and maternity sites will be avoided until the bats finishrering their <br /> houses" <br /> young. Prior to the bats finishing rearing their young, bat roosts/maternal <br /> shall be placed within a protected area in the vicinity of the roosting/maternity sites, if <br /> i possible. <br /> F d. BURROWING OWL: Protocol burrowing owl surveys shall be conducted in all ruderal <br /> habitats on the project site. If there are construction activities proposed during the owl <br /> breeding season, and if burrowing owls are observed at or within 250 feet of the project <br /> site during pre-construction surveys, a 250-foot-wide protective buffer shall be <br /> established around the owls. The buffer shall be protected by placement of a barrier <br /> (construction fence) that will remain in place for the duration of the breeding season. If <br /> the burrowing owl habitat would be affected by the project, and it would be necessary to <br /> F relocate owls, a burrowing owl habitat mitigation plan shall also be prepared and <br /> submitted to CDFG for approval. This plan shall include the provision of 1:1 acreage <br /> replacement for the loss of burrowing owl habitat. <br /> e. SWAINSON'S HAWK: A Swainson's hawk nest survey shall bt is foundted the project <br /> on the <br /> project site and within one-half mile of the site. If an active nes <br /> site, or within a one-half mile zone of influence, project related disturbance shall be <br /> prohibited during critical phases of the nesting cycle(March 1 —September 15, <br /> annually). Disturbance will be ascertained by a qualified raptor biologist and CDFG. The <br /> project applicant shall replace any affected Swainson's hawk foraging habitat within one <br /> mile of a nest site with one acre of suitable Habitat Management Land (1:3/4 impact to <br /> replacement ratio). Finally, impacts that occur to Swainson's hawk foraging habitat <br /> greater than five miles, but less than 10 miles, from an active Swainson's hawk nest shall <br /> be replaced with one-half acre of Habitat Management Land ( ' heart t Joaquin <br /> ratio).
