Draft Supplemental Environmental Impact Report Page IV.A-2 <br /> Forward Inc.Landfill 2014 Expansion Project <br /> Approved Projects <br /> Three projects in the vicinity of the project site have been approved but not yet developed: <br /> • Arch Road Industrial Project, located on the south side of Arch Road between Austin <br /> and Newcastle Roads. The project consists of light industrial and warehouse uses on a <br /> 63-acre site. <br /> • Archtown Industrial Project, located on an approximately 70-acre site at the southwest <br /> corner of Arch and Newcastle Roads. The project consists of light industrial and <br /> warehouse uses. <br /> • Northern California Re-Entry Facility and renovation of the former Dewitt-Nelson <br /> Youth Correctional Facility, located adjacent to one another east of the Arch Road <br /> Industrial Project on the south side of Arch Road between Austin and Newcastle Roads. <br /> The Northern California Re-Entry Facility, at the site of a former correctional officer <br /> training academy and Northern California Women's Facility, consists of construction of <br /> an approximately 16,000-square-foot medical building and renovation of existing <br /> buildings for facility program support services, dining and receiving, family visiting, <br /> academic and vocational education, and miscellaneous, with a capacity of 500 inmates <br /> 1,. and 381 staff. The adjacent Dewitt-Nelson Youth Correctional Facility (closed in 2008) <br /> will be renovated and reused as a 1,133-bed adult correctional facility with a mental <br /> health treatment mission. (It should be noted that the Dewitt-Nelson Youth Correctional <br /> 1 Facility portion of this project was not specifically identified in the 2013 EIR.) At the <br /> time this SEIR was prepared, these facilities had been approved,but not constructed. <br /> Proposed Projects <br /> The 2013 EIR identified one proposed development project in the vicinity of the project site: <br /> s <br /> • Opus Logistics Center, located northwest of the intersection of Arch and Austin Roads, <br /> consisting of subdivision and development of 475 acres within the City of Stockton for <br /> industrial uses (Phase 1), and prezoning and annexation to the City of Stockton of an <br /> adjacent 148 acres (currently within San Joaquin County) for industrial use (Phase 1I) <br /> (Funderburg,2009; ESA,2008). <br /> ti.. <br /> After the 2013 EIR was prepared,the Opus Logistics Center was renamed "NorCal Logistics <br /> Center", and Phase II of the project(annexation to the City of Stockton of an adjacent 148 acres) <br /> was withdrawn from consideration. At the time this SEIR was prepared, the project sponsor <br /> had applied to the City of Stockton to subdivide approximately 325 acres of the 475-acre Phase I <br /> project area within the City of Stockton,but the proposed subdivision would not enlarge nor <br /> change the industrial development already allowed on the property (Brucker 2014). Thus, the <br /> '6- currently proposed project(Phase I only)is smaller than the project identified in the 2013 EIR <br /> (Phases I and II), and does not include new or different uses that were not described in the 2013 <br /> EIR. <br /> County of San loaquin General Plan <br /> The General Plan was in the process of being updated at the time both the 2013 EIR and this <br /> Supplemental EIR were prepared. Adoption of the new General Plan is anticipated in early <br /> spring of 2015. Until the new General Plan is adopted, the current General Plan(San Joaquin <br /> L. <br />
